Position paper on the RIVM literature
review concerning BOF/LD slags
EUROSLAG, together with FEhS and the REACH Ferrous Slag Consortium (RFSC), prepared a position paper in response to a literature review published by the Dutch National Institute for Public Health and the Environment (RIVM) and discussed by the Dutch Human Environment and Transport Inspectorate (ILT). The publication addressed aspects of the REACH registration dossier and discussed a possible CLP classification of LD slags in relation to free lime content.
Dutch provisional measure on
steel slags (REACH Article 129)
In August 2025, the Netherlands introduced a provisional measure under Article 129 REACH restricting certain uses of steel slags. The measure has been subject to assessment at EU level and accompanied by further scientific evaluation.
RFSC, together with EUROSLAG and EUROFER, has provided technical input to this process. The following documents summarise our position and contributions to the discussion.
Ferrous slag is an industrial by-product generated during the production of hot metal and steel. For many decades, over 90 percent of the ferrous slag produced in Europe has been used in high-quality building materials and fertilisers, in other applications, and within the plants themselves. In doing so, it replaces natural resources, avoids CO2 emissions and thus makes an important contribution to resource conservation, the circular economy and climate protection.
